Abstract
The amount and quality of use of medical services is the same for all levels of Social Security fund retirees. While some pay less for the same medical services and others a much higher cost. And this is while retirees are mainly dissatisfied with the two categories of livelihood and treatment, especially during the outbreak of emerging and widespread diseases such as coronavirus (COVIDE19), which will undoubtedly have a greater impact on the health of retirees. Insurance justice requires that in order to receive the same medical services, no different insurance premiums be provided for each person and all retirees pay a certain amount of premium deductions
