fa بررسی تأثیر کاربرد مدل کارت امتیازی متوازن (BSC) بر عملکرد سیستم مدیریت ایمنی، بهداشت و محیط زیست (HSE-MS)، (یک مطالعه موردی) HSE HSE پژوهشي Research <p dir="RTL" style="margin-right: -1pt;"><strong>زمینه و هدف:</strong> یک سیستم مدیریت ایمنی، بهداشت و محیط زیست <span dir="LTR">(HSE)</span> هر چند هم در پیاده &shy;سازی و استقرار موفق باشد ولی تضمینی در کیفیت عملکرد آن وجود ندارد، بنابراین وجود یک سیستم ارزیابی عملکرد جامع جهت نظارت، ارزیابی و بهبود مستمر این سیستم&shy; ها امری ضروری است و چنانچه این ارزیابی&shy; ها بر مبنای برنامه&shy; ریزی استراتژیک سازمان استوار باشد، در مسیر صحیحی قرار گرفته است. هدف این پژوهش بررسی تأثیر پیاده&shy; سازی کارت امتیازی متوازن <span dir="LTR">(BSC)</span> در بهبود عملکرد سیستم مدیریت <span dir="LTR">HSE</span> در یکی از شرکت&shy; های بزرگ تولیدی کشور می&shy; باشد.</p> <p dir="RTL" style="margin-right: -1pt;"><strong>روش بررسی:</strong> این پژوهش از نوع توصیفی- تحلیلی است که به لحاظ ماهیت، کاربردی و به لحاظ روش اجرا پیمایشی می&shy; باشد. طی مراحل تحقیق، ابتدا مطالعات گسترده&shy; ای بر مبنای نظری انجام و سپس مدل <span dir="LTR">BSC</span> در سیستم <span dir="LTR">HSE</span> شرکت، پیاده &shy;سازی شد. در مرحله بعد، یک مدل مفهومی ارزیابی عملکرد سیستم مدیریت <span dir="LTR">HSE</span> در قالب کارت امتیازی متوازن طراحی گردید و توسط مدل طراحی شده، عملکرد سیستم مدیریت <span dir="LTR">HSE</span>، قبل و بعد از پیاده &shy;سازی <span dir="LTR">BSC</span> مورد مقایسه و بررسی قرار گرفت.</p> <p dir="RTL" style="margin-right: -1pt;"><strong>یافته &shy;ها:</strong> یافته&shy; های پژوهش نشان می&shy; دهد که بعد از پیاده&shy; سازی <span dir="LTR">BSC</span>، سیستم مدیریت <span dir="LTR">HSE</span> از میان 67 شاخص عملکردی مورد بررسی، در 43 شاخص (64/2 %) پیشرفت داشته است و عمده این پیشرفت در منظر فرآیندهای داخلی و مشتریان قابل مشاهده است. در منظر رشد و یادگیری عملکرد ضعیف&shy;تری نسبت به سایر منظرهای استراتژیک وجود دارد، بنابراین سازمان باید با فراهم ساختن بستری برای رشد و یادگیری در حوزه <span dir="LTR">HSE</span> اهتمام بیشتری بورزد.</p> <p dir="RTL" style="margin-right: -1pt;"><strong>نتیجه&shy; گیری: </strong>نتایج این مطالعه موردی نشان داد که پیاده&shy; سازی <span dir="LTR">BSC</span> می&shy;تواند منجر به بهبود عملکرد سیستم مدیریت <span dir="LTR">&nbsp;HSE</span> گردد.</p> <p><strong>Background and aims:</strong> However, both the implementation and establishment of the Health, safety and Environment (HSE) management system is successful, but there is no guarantee on the quality of its performance. Therefore, a comprehensive performance evaluation system is essential for monitoring, evaluating and continuous improvement of these systems. If this evaluations are based on company&#39;s strategic planning, they are on the right path. The aim of this study was to evaluate the impact of the implementation of the Balanced Scorecard (BSC) on improvement of HSE management system in one of a big production companies in our country.</p> <p><strong>Methods:</strong> This study is cross-sectional, in nature is applicable, and in methodology is a survey research. During the research, first some studies based on theoretical context were done and then BSC was implemented in HSE system of the company. Finally, a conceptual model to evaluate the performance of HSE management system in the form of Balanced Scorecard was designed and by this model the performance of HSE management system was evaluated and compared before and after the implementation of the BSC.</p> <p><strong>Results:</strong> The results show that after the implementation of the BSC, HSE management system through 67 performance indicators that evaluated, in 43 indicators (64/2%) had improvement and major progress is visible in terms of internal processes and customer.
